From 30th April 2006, the Nurse Prescriber Extended Formulary is discontinued. From 1st May 2006, Nurse Independent Prescribers are able to prescribe any licensed medicine for any medical condition. The former restrictions on Controlled Drugs in Schedules 2 to 5 have been listed from 23rd April 2012, subject to the following summary. Nurse Independent Prescribers:
Must work within their own level of professional competence and expertise
Are required to prescribe generically, except where this would not be clinically appropriate or where there is no approved generic name
The update to the legislation from 23rd April 2012:
Enable independent nurse and pharmacist prescribers to prescribe, administer
and give direction for the administration of Schedule 2 to 5 controlled drugs in England, Scotland and Wales, but not in relation to cocaine, diamorphine or dipipanone as regards persons addicted to these drugs otherwise than for the purpose of treating organic disease or injury suffered by such persons
Allow nurse and pharmacist independent prescribers to mix a controlled drug with
Enable nurses and pharmacists to supply and/or administer morphine and
diamorphine under Patient Group Directions, for the immediate and necessary treatment of sick or injured persons.

Can prescribe licensed medicines independently for uses outside their
licensed indications (so-called `off license’ or `off label’). They must accept clinical/legal responsibility for that prescribing, and should only prescribe off-license/off-label where it is accepted clinical practice.
May prescribe any appliances/dressings & reagents that are listed in Parts 2
to 6 and 9 of this tariff, subject to any limitations imposed by prescription form type
Must not prescribe any drugs or other substances listed in Schedule 1 of the
May prescribe drugs listed in Part 12 of this tariff (Schedule 2 of the GMS
regulations 2004), but only in the specified circumstances for the specific patient groups as listed in the schedule
Must not prescribe unlicensed medicines
May prescribe borderline substances, which have been approved by the
Advisory Committee on Borderline Substances (ACBS). A list of ACBS approved products and the circumstances under which they may be prescribed, can be found as Appendix 7 of the British National Formulary (BNF). Although this is a non-mandatory list, Nurse Independent prescribers should normally restrict their prescribing of borderline substances to items on the ACBS list.
